This is not something very easy. To be honest here, majority of my first 50 members were spam accounts. 
I also have to disturb my friends to join, I dropped the link on WhatsApp groups, Facebook, and even inside random communities that are similar to my niche. But the real trick is posting interesting things every day. People won’t stay if the forum is dry.
