Rules often grow messy over time. What signs tell you the rules are no longer working, and how do you rewrite them without triggering backlash or confusion among long-term members?

Writing the rules from scratch? I don’t think that should ever be necessary. Unless there is a change of ownership or the niche of the forum has changed.
