Who would the moderators delegate the rules and regulations you're talking about if I may ask?

The forum rules and regulations are made by the forum owner which is supposed to be enforced by the Admins and mods, not delegate them.

The forum rules and regulations are made by the forum owner which is supposed to be enforced by the Admins and mods, not delegate them.
Rules may originate with the owner, but delegation still matters. Interpretation, updates, edge cases, and enforcement standards benefit from moderator input. Shared responsibility improves consistency, fairness, and scalability, especially as communities grow beyond what one person can oversee effectively.

Forum owners should make the rules for their forum and enforce it. This is not a democracy, asking for the opinion of the members will lead to no reasonable rules.
