I believe you need clear community guidelines that define unacceptable behavior while still allowing strong opinions. On many forums I have seen highlightinh and rewarding constructive contributions work well. Using moderation tools like temporary mutes or thread locks rather than outright bans can be rhougtful action. Creating a culture of respect helps members debate passionately without crossing into toxicity.

There shouldn't be any room for toxic behavior in a community as far as I'm concerned. This is because it is going to make the environment not to be a good place for people to have a healthy conversation. It is on social media that toxic behavior used to thrive very well especially on Twitter.
