For a small forum that is not heavy, you don't need anything too wild. A good shared hosting or small VPS can work effectively as long as the host does not oversell. I’ve used Namecheap and Hostinger for small forums before and they worked perfectly fine.
But once your users start to grow, VPS is the best choice.

These days even a basic VPS package comes with $20 or more per month. If you try to run on VPS, it will come as a liability if your site is small. For small forums or websites, shared hosting is ok. However, you need to aim for better package, with more resources.

I guess so. But these cheaper packages come without web hosting control panel manager and if you are not much of techie, it will be very difficult to run your website.

$20:a mo isn't much in the US but in other nations $20 might be worth $100 in their own money, for instance.
